With the approval by the Inter-Agency Task Force (IATF) of uniform travel protocols in the Philippines for all local government units (LGUs), the Provincial Government of La Union released new guidelines regarding travel requirements when entering the province in accordance with the IATF Resolution. Said guidelines will be effective starting March 8, 2021. One of the requirements when entering the province in the new guidelines is to present NAPANAM QR Code at the border control points.
What is NAPANAM QR Code?
NAPANAM QR Code is a QR code generated from the NAPANAM La Union Contact Tracer Application. It is a centralized tracking system of the Province of La Union to monitor the places visited and contact listings of an individual. The use of the code shall be mandatory for residents and non-residents when entering the province.
Everyone is encouraged to register and generate the code at least three (3) days before the intended entry or exit in La Union. This is to accommodate the validation, approval, and generation of the La Union QR Code.

How to Register and Generate QR Code
How to Register in the NAPANAM La Union Contact Tracer
To register, go to the NAPANAM La Union Contact Tracer website. Click on the Individual QR Pass button.
Click on Register.
Select in the options whether you are a resident and currently in La Union, resident of La Union but currently not in La Union, non-resident but with official business in La Union, Locally Stranded Individual (LSI), OFW going home to La Union, tourist or driver/passenger passing through La Union.
Fill out the Registration Form. You need to enter your name, nationality, date of birth, mobile number, email address, home address, and contact person.
Before you get a confirmation that your registration was successful, a notice will pop up telling you to register once only. Click OK.
Next, you will get a confirmation that your registration was successful. Take note of the ID number and make a screenshot of it if possible. You’re going to need the ID number when you follow up about your registration. The confirmation message says that you will receive an email confirming your registration. I registered last December but never received an email.
How to Generate QR Code
To generate a QR code, go back to the NAPANAM La Union Contact Tracer website. Click on the Individual QR Pass button, then click on Check Status/Get ID.
The FAQ from the Facebook page of the Provincial Government of La Union says the registration, verification, and approval takes around 48 hours. If after 48 hours, you see that the status of your registration is still under verification, I advise you to call their hotline at (072) 242-5550 local 317. Don’t even bother sending a message on their Facebook page because you won’t get any response (this is based on my experience). I have also seen on their Facebook page that others had the same experience.
If you call their hotline, they will ask for your registration ID, your date of birth, address, mobile number, and complete name. After that, they will tell you that your QR code is ready for download. So go back to the website and click on Check Status/Get ID again. It should now look like this:
